Season 2 was very free-form. The episodes were procedural, but there was a strong running theme of Jordan trying to figure out who killed her mom. The season ending cliffhanger was very dire.
When Season 3 started, I actually stopped the episode to see if Netflix had jumped out of order. Suddenly the show seems to be pure procedural, and there's no mention of any of the threads from the previous season.
